The investment of monies in the Treasurer's safekeeping which remain "idle" until required to fund operations is a discretionary activity, which the County undertakes in order to earn interest revenues for the county and its subdivision. The Treasurer's investment function/activities are governed by Section 53602 et seq. of the Government Code of the State of California and the County Treasurer's Investment Policy.
