| In Tulare County, roads are under the jurisdiction of the National Park Service (Federal), Caltrans (State of California), the County of Tulare, or the various city jurisdictions. Tulare County has 398 bridges and 3,057 miles of County maintained roads. The goal of the Transportation Services Branch is to oversee, protect and preserve the County’s road system providing property access, mobility and the movement of goods and services in a safe and efficient manner that is consistent with the level of resources available. It also seeks to reduce traffic accidents on the County’s roadways to the greatest extent possible through the use of approved traffic control devices, roadway improvements and public education. In addition, it administers the County’s public transit system.
The Transportation/Operations Division is responsible for transportation services, contract administration, construction management, and maintenance of the county road system and its’ bridges. The staff responds to public concerns about the conditions of county roads, traffic control, signage and transit. The maintenance operations are centralized out of four road districts with road yard shops located in the Dinuba, Visalia, Porterville, and Terra Bella areas. Smaller shops are located in Badger, Kennedy Meadows, and Earlimart. Asphalt overlay, blade patching, chip sealing, oiling, and pothole filling are just a few of the activities carried out by the Transportation/Operations Division. The Division includes Professional Engineers, a Maintenance Manager, a Transit Coordinator, Road Yard Superintendents, Construction Inspectors, Road Use Investigators, Engineering Technicians, Engineering Aides, and a Pavement Management Coordinator, as well as, the many dedicated road maintenance workers in the field.
Traffic crews check and maintain the reflectivity of edge striping and road signs. Installation of new or replacement road striping occurs year round. They also provide traffic counts, and perform ADT calculations with seasonal and daily factors documented.
The Sign Maintenance is responsible for the maintenance and replacement of damaged road signs. Graffiti and vandalism are a continuing problem that causes the destruction of road signage. Emergency call outs are responded to when dangerous road conditions such as flooding may require the posting of warning signs. Rough Road signs, speed advisory plaques, and stop signs are just a few examples of the signs installed and maintained by our sign crews. They also fabricate new street name signs for county subdivisions. Additionally, they monitor and repair the signals at the nine signalized intersections under the county’s jurisdiction.
The purpose of Tulare County Area Transit (TCaT) is to provide an effective, affordable means of transportation for residents of certain unincorporated areas of the County. Since 1980, service has been provided in the form of Community Dial-a-Ride Service, Rural Fixed-Routes, Inter-city Commuter Routes, and subsidies to residents using Orange Belt Stages common carrier routes. The County also contracts with the cities of Porterville, Tulare and Visalia to extend their services to County residents in the surrounding unincorporated areas.
