Public Notice to Receive Citizen Comments Regarding Proposed Application for Neighborhood Stabilization Program 2 (NSP2) Funding

The County of Tulare in conjunction with its Consortium Members, the Housing Authority of Tulare County, Habitat for Humanity of Tulare County, Community Services & Employment Training, Inc., the City of Tulare, and Corporation for Better Housing intends to apply for approximately $43,467,600 in federal funding to carry out NSP2 activities targeting census tracts with the highest HUD-established needs scores.

NSP2-eligible activities include:

- Establish financing mechanisms for purchase and redevelopment of foreclosed upon homes and residential properties, such as down payment assistance and soft second home loans.

- Purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon, in order to sell, rent, or redevelop.

- Establish land banks for homes that have been foreclosed upon.

- Demolish blighted structures.

- Redevelop demolished or vacant properties.

Not less than 25 % of the funds will be used for purchase and redevelopment of abandoned and foreclosed upon homes and residential properties to house individuals and families whose incomes do not exceed 50 % of area median income as determined by the U.S. Department of Housing & Urban Development (HUD).

Per requirements of the grant application, public comment is requested and a summary of comments received will be forwarded to HUD with the application.

Comments must be received no later than close of business on July 6, 2009. The NSP2 application submission deadline is July 17, 2009. Immediately after submission, the application, complete with public comments, final uses of funds and target geography, will be available on this website.

The County of Tulare and its Consortium Members promote fair housing and make all NSP programs available to low-, moderate-, and middle-income families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status, or disability.

Aviso Público para Recibir Comentarios de los Ciudadanos sobre el Proyecto de Solicitud de Programa de Estabilización de Vecindarios 2 (NSP2)

El Condado de Tulare, en relación con los miembros de su consorcio,
Housing Authority del Condado de Tulare, Habitat for Humanity del Condado de Tulare, Community Services & Employment Training, Inc., la Ciudad de Tulare, y Corporation for Better Housing tienen la intención de solicitar aproximadamente $43,467,600 en fondos federales para llevar a cabo actividades NSP2 dirigidas al censo con los más altos resultados como establecidos por el Departamento de Vivienda y Desarrollo Urbano de los E.U. (HUD).

NSP2 actividades elegibles incluyen:
- Establecer mecanismos de financiación para la compra y rehabilitación de viviendas hipotecadas y propiedades residenciales, tales como el pago de asistencia y préstamos blandos secundarios de hogar.
- Adquisición y rehabilitación de casas y propiedades residenciales que han sido abandonadas o hipotecadas para vender, alquilar o rehabilitar.

- Demoler estructuras arruinadas.
- Revalorización de las propiedades demolidas o vacantes.

No menos del 25% de los fondos se utilizarán para la compra y rehabilitación de hogares abandonados y hipotecados y para propiedades residenciales para albergar a las personas y las familias cuyos ingresos no superen el 50% de la superficie mediana de los ingresos determinados por HUD.

Por requisitos de la solicitud de subvención, los comentarios del público son solicitados y un resumen de los comentarios recibidos se remitirán a la aplicación con el HUD.
