Housing Element Update
State law mandates each city and county in California plan for the housing needs of its current and future population by adopting a Housing Element as part of the General Plan.The purpose of the Housing Element is to: - Determine the existing and projected housing needs of residents of the unincorporated areas;
- Establish goals, objectives, policies, and programs that guide decision-making to address housing needs; and
- Implement actions that encourage the private sector to build housing, while ensuring that governmental policies do not serve as a constraint to housing production.
State law requires Housing Elements throughout the State be to periodically updated.The Board of Supervisors on March 23, 2010, adopted the 2009 Tulare County Housing Element and it has been submitted to the California Department of Housing and Community Development (HCD), for review and certification. On June 30, 2010, the County was notified by the HCD that the Housing Element did not meet statutory requirements and would need to be revised. The County has been working with HCD since that time to revise the Housing Element. On January 3, 2012, HCD notified the County that it had determined that the proposed revisions to the adopted Housing Element met statutory requirements and could be granted certification. It is anticipated that the Board of Supervisors will hold a public hearing on March 20, 2012, regarding the draft revisions to the Housing Element. Public Participation
Public participation was an integral part of the Housing Element update process. Tulare County held meetings and community outreach programs in an effort to achieve participation of all economic segments of the community in the development and adoption of the Housing Element update. Water and sewer Service Priority for Affordable Housing With the passage of SB 1087, all local jurisdictions are required to provide a copy of their adopted Housing Element to all water and sewer providers that serve the jurisdiction.The State law also requires that water and sewer providers prepare policies and procedures for granting priority for services to proposed developments that include housing units affordable to lower-income households.To learn more about SB 1087, click here to read a memorandum from the California Department of Housing and Community Development.To read the letter sent from the Planning Branch of the Resource Management Agency notifying water and sewer providers of this requirement, click here.
