| Community Planning Activities (Fred Brusuelas) Countywide planning handles a number of community planning tasks that focus on Tulare County’s unincorporated communities. Current tasks at the moment include:
Goshen
The Draft Goshen Community Plan has been substantially revised by Countywide Planning in collaboration with the Community Development and Redevelopment Agency, property owners and community groups to reduce land use impacts from existing and projected industrial growth in Goshen and Visalia; and to ensure that existing neighborhoods are protected and reinforced through smooth transitioning and integration of land uses and circulation systems. Two new parks linked with a trail have been added to the community. West of Hwy. 99, a new Town Center and residential development opportunities have been added. At three separate sites, RMA staff are working with landowners on conceptual designs for large tracts that will be refined for incorporation into the Draft Community Plan through maps and policies. Details of the circulation system are being developed by Engineering Design and portions of an EIR are in the preparation stages. This plan is anticipated to be adopted within Fiscal Year 05/06.
Tipton
In a partnership between Countywide Planning and the Community Development and Redevelopment Agency, the Draft Tipton Community Plan and Environmental Impact Report are in the final stages of preparation. The Draft Community Plan promotes multi-family infill on vacant lots; provides land uses to encourage redevelopment of blighted areas; maintains and reinforces the existing “downtown”; proposes a new shopping center as a focal point of the town; and supports new residential uses with new industrial development along the Hwy. 99 corridor. The plan is anticipated to be before the Board of Supervisors this winter. |
