Mitigation Monitoring

The Mitigation Monitoring Reporting Program is mandated by California Environmental Quality Act (CEQA) Section 21082. The Mitigation Monitoring Reporting Program is included in the project’s Environmental Impact Report (EIR) and is designed to lessen environmental impacts caused by the project. Mitigation measures are the specific requirements which will minimize, avoid, rectify, reduce, eliminate, or compensate for significant environmental effects. The project's Mitigation Measures are defined in the EIR. Mitigation Measures common to Tulare County projects are:

  • Construction
    • Equipment Exhaust Emissions
    • Construction Particulate Matter (PM 10) and Fine Particulate Matter (PM2.5)
    • Biological Resources
    • Wetlands Impacts
    • Impacts on Migratory or Resident Wildlife
    • Disturbance of Cultural or Historic Resources, Skeletal Remains
    • Hazards and Hazardous Materials/Health Risks/Vector Generation
    • Hydrology and Water Quality

  • Operation
    • Operational Emissions of Criteria Pollutants, Particulate Matter (PM10) and Fine Particulate Matter (PM2.5)
    • Operational Emissions of Criteria Pollutants, Reactive Organic Gas (ROG), Nitrogen Oxide (NOx), Methane Generation (CH4), Ammonia (NH3), Hydrogen Sulfide (H2S).
    • Emissions are considered both on a project and cumulative level.
    • Biological Resources
    • Wetlands Impacts
    • Hazards and Hazardous Materials/Health Risks/Vector Generation
    • Hydrology and Water Quality
    • Transportation and Traffic
    • Cumulative Air Quality, Water Quality and Biological Impacts

Mitigation Monitoring consists of site visits corresponding with Code Compliance checks. The first Monitoring is one year after project approval. Subsequent monitoring is every six months.
