MHSA FAQs

Will Tulare County be engaging in anymore MHSA Stakeholder  Meetings?
Tulare County has thus far conducted 20 MHSA Stakeholder meetings and is  in the process of completing the first of five phases of the MHSA. They are:

  • Community Planning
  • Services and Supports (we are currently in this phase)
  • Capital and Information Technology
  • Education and Training
  • Prevention and Early Intervention
  • Innovation

As the additional components of the MHSA are released by the State Department of Mental Health, Tulare County will develop and implement Stakeholder meetings.

How do I find out where the next meetings will be held?

What happens after the County has completed the scheduled meetings?
Tulare County will provide the State Department of Mental Health with the 3-year Community Services and Supports Proposal which includes findings from the Stakeholder process.

How soon will Tulare County know whether the 3-year Community Services and Supports Proposal was approved by the State?
Once the proposal is submitted, it is anticipated that the State review process will take approximately 3 months (90 days).  The State’s review is likely to be completed in March 2006.

Is Tulare County going to contract the proposed services out to community based organizations or other service providers?
At this time, it is anticipated that Tulare County will engage in an Request For Information (RFI) and/or Request For Proposal (RFP) process for the  proposed programs.  The Mental Health Services Act Implementation Committee will oversee the RFI/RFP process in its entirety.

How soon will people be able to access these new services?
Access to new services will occur after the State approves Tulare County’s 3-Year Plan and the County has awarded the contracts.  However, some initial services must be delivered no later than June 2006.

How will the public know when these new services begin?
Tulare County will provide press releases when services are made available to the public.

What is an FSP?
FSP stands for Full Service Partnership.  It is an arrangement between consumer’s and the County of Tulare in which the County assumes responsibility in order to ensure that a consumer receives services to assist with obtaining a successful plan of recovery.  Furthermore, the county will partner with educators, providers, faith-based, and community based organizations to provide meaningful programs which assist with a consumer’s successful transition back into community living.
