How Do I Find Out About County Jobs?
The best way to find out about most job openings is to click on the Jobs button.  It will take you to our on-line listing of current openings where you can browse job listings, job descriptions, and linked benefit information.  When you find a job you're interested in you can even file the application on-line.

You may also visit our office at the location listed above. Flyers describing current openings are posted in the Human Resources & Development Department lobby. You may ask for an application packet at the front desk or obtain an application at our Self-Serve display.

The Tulare County Human Resources & Development Department advertises job openings in our local and regional newspapers generally on Saturday or Sunday. Announcements of job openings are also mailed regularly to local business and trade schools, community agencies, professional organizations, other government agencies, and valley counties. Job openings are posted each Monday and applications may be requested at that time. Filing deadlines vary for each recruitment.

Job descriptions are now available on-line.  Just click on the Job Description button.  From this page you can request to be notified by email when a recruitment for this position opens.  In addition, we have job descriptions available for review in our lobby. The descriptions state job duties and qualifications which will assist you in deciding if you are interested in, or qualified for, a particular job.

When Do I Apply for Job Openings?
The Human Resources & Development Department only accepts applications for employment during an announced recruiting period for specified jobs. The application deadline is listed on each job flyer and on the Jobs page. Those job openings listed as "continuous"  have no specific filing deadline. Nevertheless, you should submit the application as soon as possible to be sure you are considered for the next opening.  Continuous recruitments may close at any time.

Complete a separate application for each job. A resume cannot be accepted in place of a County application unless specified for that particular job opening. Resumes may be attached to an application as additional material.

Complete a supplemental application form if required for the job opening. This is in addition to the County application.  The supplemental application form must be completely filled out and may be used to determine your qualifications for the position or for scoring applications. If your supplemental application form is incomplete you may be disqualified.

Submit your application on-line, in person at the Human Resources & Development Department or by mail. However you choose to file, applications must be received by the filing deadline. Postmarks don't make a difference.  The application must be in our hands by the deadline.  Please retain a copy of your application and all attachments. We will not return applications or submitted materials to candidates. All statements on the completed application materials are subject to verification.

How Do I Qualify for a County Job?
The minimum qualifications for each job can be found in the job description link and are on the job flyer. Qualifications may include education or coursework, a specified amount of experience, a license or certificate, or skills, knowledge and abilities in a specific field.

If a supplemental application form is required be sure you respond to all questions. Your answers will be used as part of the testing or rating process. These questions assist us in determining your abilities, skills, experience and knowledge related to the job.

Once a recruitment closes, the Human Resources & Development Department evaluates your application materials. If you possess the necessary qualifications, you will receive a notice in the mail informing you of the next step in the selection process. Normally, you will receive a notice within ten (10) days after the final application deadline.

What is the Testing Process?

The testing process is conducted in various ways, depending on the number of qualified candidates, and the knowledge, skills, and abilities required for the job. The exam procedure may consist of one or more of the following:

Written Exam: May consist of multiple choice, true/false, short answer questions, or essay.

Oral Exam: A panel of subject matter experts will ask candidates questions related to the technical and practical aspects of the job. Usually there are three (3) panel members who conduct and rate the exam.

Practical Exam: Demonstrations may be required in such areas as typing, verbal presentations, or operating equipment.

Supplemental Application: An evaluation and ranking of applicants based on the responses to the questions on the Supplemental Application Form.

Bilingual Exam: Testing for the ability to read, write, and speak a second language may be required for bilingual positions.

Testing Preparation: A variety of resource material is available to assist you in preparing for the next step in the employment process through the Tulare County Library's online Learning Express Library.  The Learning Express Library provides test preparation tools, skill building materials, and career resrouces.  To access the Learning Express Library you will need to have a current Tulare County Library card.  For more information on how to obtain a library card please visit any Tulare County Library or their website at www.tularecountylibrary.org.  If you already have a library card the Learning Express Library may be accessed by going to www.tularecountylibrary.org and clicking on Ref/Research, Online Resources, and then Learning Express.


What is the Selection Process?
Once the testing process has been completed, the Human Resources & Development Department will establish an Employment List and notify you by mail of your score and rank on the list.

Candidates in the top five (5) ranks, those with the top scores, are referred on to the County department with the vacancy. If you are within the top five ranks, you will receive a notice with information on who to contact to schedule an interview. You must contact the department within the time specified on your notice. Each department schedules their own final selection interviews and notifies candidates of the results of those interviews.

If you interview with a department and you are offered a position, you may be expected to pass a pre-employment physical, a psychological exam, a background check, Livescan, and/or meet the County's driving standards before a final offer of employment is made. Prior to employment, applicants will be required to provide proof of identity and authorization to work in the United States. Once hired, you will be required to pass a probationary period which is the final phase of the selection process.

If, after five (5) interviews or referrals you have not been hired, your name will be removed from the Employment List. The list is usually active for six (6) months.
