Vision
Tulare County Health & Human Services Agency will lead an innovative, unified effort to achieve physical, emotional, and social well being for persons living in Tulare County.

Mission
Tulare County Health & Human Services Agency develops, implements, and promotes public policies that improve the well being of the people of Tulare County through programs provided in a caring, collaborative, and culturally respectful manner.

Goals
Health Services Department
  • Ensure access to Primary Care services for all Tulare County residents.
  • Ensure a healthy, safe community environment.
  • Work with collaborative partners to develop, implement and promote health education activities to positively influence the quality of life in Tulare County.
  • Ensure a maximum level of preparedness in Public Health emergencies and crisis response.
Human Services Department
  • Work in partnership with our community in order to support and strengthen families so that children can thrive in a safe, nurturing and permanent home.
  • Lead in the development, operation and provisin of services to provide protection, preserve the dignity and independence, and enhance and improve the physical and mental health of seniors.
  • Promote self-sufficiency and personal responsibility for our clients while providing financial assistance and work-related support services.
Mental Health Services Department
  • Develop programs designed to reach Tulare County's underserved populations..
  • Provide consumers care in a culturally sensitive manner.
  • Maximize accessibility to Mental Health Services for all Tulare County consumers.
Administration
  • Continue in the development of a comprehensive Human Resources program that provides consumers - employees, administrators, managers, supervisors and candidates - with respectful, timely and professional service levels.
  • Be a source of solutions, not just technology.
  • Optimize the performance of employees, promote services and educate clients, staff and the public on programs, and create positive perceptions of the Agency.
  • Provide support to enable staff to provide service to the community in a safe, accessible and functional environment.
