Goals Health Services Department Ensure access to Primary Care services for all Tulare County residents. Ensure a healthy, safe community environment. Work with collaborative partners to develop, implement and promote health education activities to positively influence the quality of life in Tulare County. Ensure a maximum level of preparednes in Public Health emergencies and crisis response.
